ODDS AND ENDS - 04/20/09

A brief follow-up to a couple of incidents in West Chester on Saturday night:

A West Chester man faces charges after allegedly attempting to break into an Uptown residence. At around 22:3o Saturday night, Sgt. Sam Iacono responded to the 100 block of North Church Street for a report of an attempted burglary of a residence. Upon arrival, the suspect, William Jarod Karns, 21, of West Chester, was spotted outside of the residence and subesquently taken into custody. The reporting party told police that Karns had allegedly attempted to enter a property - where he is not believed to a resident - through a rear window.

Karns was charged with Loitering and Prowling at Nighttime, Defiant Trespassing, and Public Drunkeness. He was released on summons with a preliminary hearing scheduled for May 26 in front of Judge Bruno (15-1-01, CR-0000128-09)...

The man accused of fleeing from police after a hit and run accident has a bit of a history with law enforcement who had gotten several breaks from the system before his luck ran out in Delaware County in 2002. He is also facing PWID charges which were filed last month.


At around 22:15 Saturday night, Ofc. Daniel Boyle of the West Goshen Police responded to a report of an accident in the township when Arrick Javon Wise, 31, of West Chester, allegedly drove away from the accident scene into West Chester. Wise reportedly crashed his vehicle on the 300 block of South Adams Street before fleeing on foot.



Wise is no stranger to police in Chester, Delaware, and even Allegheny Counties:


  • February 5, 1997: Wise is accused of selling drugs to undercover officers in West Chester.
  • November 27, 1997: Wise is arrested by Westtown-East Goshen Police after a traffic stop in East Goshen; he is charged with PWID, Possession of a Controlled Substance, Criminal Conspiracy, Filing a False Police Report, 1543-A, Vehicle Without Valid Inspection, Vehicle Without Registration, and Failure to Provide Proof of Insurance (CP-15-CR-0000014-1998).
  • January 8, 1998: Wise is admitted into Drug Court.
  • March 19, 1998: Wise is formally charged with two counts of PWID, and one count each of Possession of a Controlled Substance, Possession of Drug Paraphanalia, and Criminal Conspiracy after the West Chester incident; he is released after posting $2,000 cash bail (CR-15-CR-0001510-1998).
  • September 25, 1998: Wise allegedly sells cocaine to undercover investigators in West Whiteland.
  • October 23, 1998: Wise is arraigned on the new charges and is released after posting 10 percent of $15,000 bail (CP-15-CR-0000713-1999).
  • June 11, 1999: After a pre-trial hearing, Wise gets the first of several breaks as Common Pleas Judge Juan Sanchez dismisses the charges following the West Whiteland investigation.
  • October 4, 1999: Wise gets the second of his breaks after guilty pleas to one count of PWID in the West Chester case and to summary charges of 1543-A and Disorderly Conduct; Sanchez sentences Wise to a whopping 2 years of probation and fined $300.
  • December 25, 1999: Wise is arrested in Allegeheny County (most likely Pittsburgh, however, on-line court records from Allegheny County during that time frame are difficult to decipher) and charged with Convict Not to Posess Firearms and Possession of a Firearm Without a License.
  • January 27, 2000: Chester County issues a bench warrant for Wise's arrest following the new charges in Pittsburgh.
  • February 16, 2000: Wise is arrested on the Chester County bench warrant.
  • March 6, 2000: Despite facing weapons charges in the opposite end of the state, Sanchez releases Wise from prison and places him on electronic home monitoring, pending the outcome of Wise's Gagnon II hearing (which, based on a review of court records, is not immediately known).
  • September 26, 2000: Wise pleads guilty in Allegheny County Common Pleas Court to Possession of a Firearm Without a License and is placed on a maximum of 7 years probation (which probably leads some to wonder what they put in the water out there in Pittsburgh) (CP-02-CR-0002308-2000).
  • March 8, 2002: Troopers from the State Police/Philadelphia Station charge Wise and a co-defendant with Aggravated Assault, Simple Assault, Resisting Arrest, PWID, Possession of a Controlled Substance, and Possession of Drug Paraphanalia after an incident southern Delaware County (the case was filed in Brookhaven District Court, but, unlike most on-line district court docket sheets, it doesn't state which township or borough the incident occured in).
  • March 18, 2002: A bench warrant issued by Chester County is filed as a detainer at Delaware County Prison.
  • August 22, 2002: Wise pleads guilty to one count of PWID/Cocaine in front of Delaware County Common Pleas Judge William Toal, Jr. and is sentenced to 3 1/2-to-7 years in state prison (CP-23-CR-0001545-2002).
    March 12, 2009: State Police Troop J drug investigators file four counts of PWID, Possession of a Controlled Substance, and Criminal Use of a Communication Facility in West Goshen District Court; the case is withdrawn on March 17 (15-2-03, CR-0000059-09) but refiled on March 26.
  • April 3, 2009: Wise is arraigned on the new PWID charges by West Goshen District Judge William Kraut and is released after posting $75,000 cash bail later that night (15-2-03, CR-0000077-09).
  • April 18, 2009: Wise allegedly flees from police after a traffic accident in West Goshen, then flees on foot after crashing his vehicle on South Adams Street in West Chester (15-2-03, CR-0000093-09).
It's not immediately known if Wise is either in custody or if he is still on active state parole. In any case, it's safe to say that Wise is more likely than not heading back to state prison sooner rather than later...
